Much of matrix.xls is based on earlier work by Stefan Steiniger; see http://www.spatialserver.net/osgis/. It remains a living document, describing several FOSS and commercial Desktop GIS packages. Everyone is encouraged to add more information about any of these products with which they are familiar. We hope to add a short paper soon that explores the issues and trade-offs in choosing GIS software for any given need.
